It's now on top for internet banks, tied with CIT Bank's 5-year CD (but this CIT Bank rate requires a $100K minimum deposit). You can get a little higher 5-year CD rate at a few credit unions and small banks, but the Barclays CD has the nice feature of a small early withdrawal penalty of 90 days of interest.

Regular CDs and Rates: Barclays has nine CD options: 3-month, 6-month, 9-month, 12-month, 18-month, 24-month, 36-month, 48-month, and 60-month. Yields range from 0.10% APY on the 3-month CD to 0.25% APY on the 12-month, 18-month, and 24-month products. A certificate of deposit, or CD, is a great place to store cash. It's safe, and the CD rates are typically higher than you'd find in a savings or money market account. The only caveat is that you have to commit to the term of the CD to get the rate. Otherwise there might be a surrender charge, where you lose some or all of the interest.
